Returns the API keys for an organization's settings.

When OrganizationUuid is omitted, the driver uses the OrganizationUUID connection property or the first row returned by Organizations.
The driver uses the Claude Compliance API to process WHERE clause conditions built with the following column and operator server-side. The rest of the filter, including sorting, grouping, and offsets, is processed client-side within the driver.
