Retrieves a list of release definition artifacts.

The driver uses the Azure DevOps API to process WHERE clause conditions built with the following columns and operators:
- ProjectId supports the '=' operator.
- DefinitionId supports the '=,in' operators.
The rest of the filter is executed client-side in the driver.
NOTE: DefinitionId is required in order to query ReleaseDefinitionArtifacts.
For example:
SELECT * FROM ReleaseDefinitionArtifacts WHERE ProjectId = '837ccd31-8159-4db3-b8ce-de0c36d2a0bf' AND DefinitionId IN (1,2,3)
