Retrieve real-time estimated tax rates based on an address using the Avalara Avatax data provider.

The driver will use the Avalara API to process WHERE clause conditions built with the following columns and operators. The rest of the filter is executed client side within the driver.
- PostalCode supports the '=' comparison operator.
- Region supports the '=' comparison operator.
- City supports the '=' comparison operator.
- Line1 supports the '=' comparison operator.
- Line2 supports the '=' comparison operator.
- Line3 supports the '=' comparison operator.
