Retrieve details of the localities that are used by Concur and that are valid at the company of the user.

This view is backed by the SAP Concur Localities v5 API, which does not expose an endpoint that returns every locality. A query against Locations must therefore filter on at least one of the Id, Code, NameId, NameLegacyKey, or SearchText columns.
The SAP Concur APIs publish a locality with one name for each language that the locality is available in. The driver returns each of those names as a separate row, so a locality that has names in more than one language appears in the result set once per name. Id and NameId together identify a single row.
The driver uses the SAP Concur APIs to process filters that refer to Id, Code, NameId, NameLegacyKey, or SearchText. The SAP Concur APIs accept the AdministrativeRegionId, Country, and CountrySubdivision filters only alongside SearchText, so a query that filters on any of those three without also filtering on SearchText fails with an error. The driver processes other filters client-side within the driver.
