GetOAuthAuthorizationURL
Gets the authorization URL that must be opened separately by the user to grant access to your application. Only needed when developing Web apps. You will request the OAuthAccessToken from this URL.
Input

| CallbackUrl | String | The URL the user will be redirected to after authorizing your application. |
| Scope | String | A space-separated scope of permissions you need the app to have access to. The available values are restlets, rest_webservices. For more details, refer to: https://netsuite.custhelp.com/app/answers/detail/a_id/91339. |
| State | String | Any value that you wish to be sent with the callback. Length of the state parameter must be between 24 and 1024 characters. |
