When Jira API Rate Limit is exceeded, the add-in automatically retries the request until the limit resets. With the Jira API's newer point-based rate limiting system, limits may reset on an hourly basis. In some cases, this could result in extended wait times (for example, 20-30 minutes) before the request can succeed.

This property allows users to control how long the add-in continues retrying after a rate limit is encountered. If the specified duration is exceeded and the rate limit has not yet reset, the add-in terminates the operation and returns an error instead of continuing to wait.
